You may wish to try healing herbs. Gota kola is excellent, as it increases blood supply to the tissue and increases formation of skin components, necessary to treat itchy, scaly skin. Victoria Edwards, an aromatherapist in Fair Oaks, CA suggests mixing 10 drops of: Rosemary, carrot seed, chamomile, neroli and rosemary essential oils into two ounces of almond or sesame carrier oil. Apply following your bath or shower.
To offset drying issues from central heat a home humidifier is necessary. If at all affordable, consider installing a whole-house humidifier. Use clean tap water or distilled water, whichever the manufacturer recommends.
Even if you drink your daily water, use healing herbs and humidify, you still need a good moisturizer to combat winter skin. Either rely on your favorite moisturizer or try the herbal mixture above. The best time to apply moisturizer is immediately following your shower while your skin is still damp
As with any health challenge, prevention of winter skin is always better than attempting a cure. One of our worst winter skin enemies is abruptly changing temperatures. We go from a warm house to a frigid outdoors, get into a cold car and crank up the heater. Then we reverse the procedure; get out of the warm car where an arctic blast hits us in the face and go into a warm office. If you can stand it, set the central heating to a lower temperature to help prevent dry winter skin
All the above tips should be safe unless you are allergic to any of the herbs. It's always wise to check with your doctor when starting a new health regime. A healthy diet, exercise and the above tips to winterize skin should minimize most of your skin discomforts.

Great advice to keeping the skin healthy in the winter. I really try to drink a lot of water and apply lotion as much as possible. I have found baby oil works great a couple times a week also.
