I put my hat in the ring for my local city council. I live in a town of just under 100,000 people. There are six council seats and three are up for election every two years. These are the top ways to advertise and promote your message to the voters in a municipal election.
Yard signs are an age old tradition in America. A yard sign at a residence or business shows support from that person or company. People want to vote for someone endorsed by others.
Post Cards can be expensive, but targeted to the right list of voters can be very effective. Many county recorders offices will give or sell you a list of voters. You can get targeted lists of only those who voted in the last general election or the last municipal primary election. Mailing to active voters is worth the expense when done with a well thought out message.
Obtain a targeted phone list and call the voters. With specialized list like delegates of the Republican or Democratic party a candidate can make personal phone calls. Party delegates are often very politically active and volunteer help in canvasing neighborhoods, passing out flyers, or contacting voters. Some may even contribute financially to your campaign.
Many companies will allow you to upload a phone list and upload a message for an automatic phone call. Calls for political purposes or non profit organizations do not violate the federal "do not call" list. A quality post card can cost 50 cents to a dollar with postage. Robo calls can be made for as little as a few cents a call.
The best method to secure votes is still face to face meeting and discussing the issues. In a small municipality evenings and weekends knocking doors can be the thing that puts you over the top.
