Make sure the person understands the rule and why it should be followed. Clarify the finer points and check for understanding by having the person explain to you what following the rule means.
Talk to the person about why he does not want to comply with the rule. Probe for hidden reasons so that they can be brought out in the open--especially if the person habitually resists authority.
Find out what it will take for the person to be able to follow the rule. Discuss alternatives and narrow to two or three things that can be done to help the person follow the rule.
Refuse to let the person get away with not following the rule. Set specific goals for compliance and require that he provide as much input as possible. Leave the discussion with a personal commitment to follow the rule from this point forward.
Get the person's agreement on how often and when to follow up. Depending on the seriousness of the rule, choose from a few weeks to several months to touch base with the person to see if he is still in compliance.
