Offering over 90,000 digital books and periodicals, Bookshare provides free audiobooks for students (K-12, post secondary, and continuing education). Though specializing in textbooks and recommended readings, thousands of popular reading materials are also available. To qualify, you must be blind, have low vision, unable to hold a print book, be severely learning disabled, or be severely reading disabled.
Offering both free audiobooks and Braille books, NLS provides free reading materials and accessible equipment via mail. To qualify, you must be blind, have a physical disability that makes you unable to read standard print books, or have a severe reading disability.

While not as large of a selection, your public library will probably have the highest quality of audiobooks as well as more formats available. To apply for a card, most libraries require a photo ID and proof of your current address. If you are homebound and unable to make it into the library, ask if they have Outreach or homebound services available.
Though not only for the blind or print disabled, many organizations offer free audiobooks for anyone to download. Check out The Audio Books Project from Project Gutenberg, International Children's Digital Library, and Librivox.

My blind friend utilizes the library for most of his audio book selections. When they don't have a title, they can usually borrow it from another library for him. It works out really well.
